Letter from budget director asks Cabinet leaders, staff to support House Bill 2

HELENA n Here are the full contents of an e-mail sent Friday by Gov. Brian Schweitzer’s budget director, David Ewer, to all of the governor’s Cabinet and staff:

Greetings.

We have now seen the “six dollar bills,” as one LFD (Legislative Fiscal Division) staffer referred to them.

Here’s an update as to guidance:

We know you’re getting plenty of requests and inquiries.

1. We support HB2 (the original budget bill with the governor’s budget, as modified by the appropriations subcommittee and tabled by the House Appropriations Committee late last month).

2. We DO NOT support any of the Republican House leadership’s bills HB804-HB809.

3. We recognize the work of the appropriations subcommittees and respect the 1,097 Montanans who testified before them.

4. We are working with legislative leadership to bring HB2 to the House floor for consideration.

5. Please do not prepare amendments to HB804-HB809 or seek sponsors for amendments.

6. Please continue to have your staff, along with OBPP (the governor’s Office of Budget and Program Planning) staff, analyze these bills: HB804-809.

7. Please prepare yourself and your department to oppose these bills and support HB2.

8. Please clear all public comments about HB804-HB809 with Sarah Elliott (Schweitzer’s communications director).

9. We are alerting advocacy and constituency groups as to our position and urging them to support HB2.

10. We expect HB2 will be the basis of the FY (fiscal year) 08-09 state budget, as it has been for three decades.
