Governor's energy plan hits another major snag

HELENA - The governor's much-touted tax breaks for ''clean and green'' energy development suffered another major setback Monday.

The Democratically-controlled Senate failed, by one vote, to revive the measure from the Taxation Committee, which tabled the bill last week. Sen. Jim Elliott, D-Trout Creek, voted with 24 Republican senators against bringing the bill to the Senate floor for debate.

Republicans said the Senate floor was not the proper place to discuss the details of a major piece of legislation that was highly technical, very expensive, and had a 108 proposed amendments to it. They and Elliott said Democratic Gov. Brian Schweitzer's administration had taken too long to get the bill ready for lawmakers to consider fully.

''This is an absolute failure in leadership,'' said Sen. Jeff Essmann, R-Billings, in a Republican caucus meeting before the vote.
